The Office Accepts Honeywell's Commitments

The Office for the Protection of Competition (hereinafter referred to as „the Office“) terminated administrative proceedings against the undertaking Honeywell, spol. s r.o. for possible abuse of dominant position after committing not to require participants in its certification training for the provision of the installation, operability check, maintenance and repair of fire alarm and/or voice alarm systems to purchase these products.

According to the Office's preliminary findings, the conditioning of training attendance on the purchase of products, which Honeywell introduced in September 2017, raised concerns that entities which focus only on operability check, maintenance and/or repair or minor installations and do not have a valid certificate would face increased costs as they will have to provide such services on a subcontract basis, or would be potentially excluded from the market.

The Office assessed the proposed commitments and concluded that all the conditions necessary for their acceptance are cumulatively fulfilled, i.e. that they are sufficient to protect competition and that their fulfilment will remove a potentially harmful situation. Therefore, the Office accepted the commitments, imposed obligations to ensure their fulfilment and, at the same time, terminated the administrative proceedings.  The decision has already entered into force.
